On October 15, 2026, during the Annual Meetings of the International Monetary Fund and the World Bank, Pan Gongsheng, Governor of the People's Bank of China, attended a seminar on emerging markets and delivered a keynote speech.

Pan pointed out that geopolitical risks are currently rising, the international economic and financial environment is undergoing profound changes, and artificial intelligence is accelerating its development, with global investors' demand for diversified allocation and technology innovation investment continuing to increase. China's sustained and stable economic growth and the rapid development of its high-tech industries provide solid support for RMB assets. China's financial markets are large in scale — its stock and bond markets both rank second in the world — and are highly liquid, effectively meeting global investors' needs for diversified allocation.

Pan said China has continued to expand the opening of its financial markets in recent years, optimizing market mechanisms and improving the convenience of investment and financing. Overseas investors can currently participate in China's financial markets through multiple channels such as Bond Connect, and can manage liquidity and hedge risks through repos, derivatives and other transactions. More than 1,200 overseas investors from nearly 80 countries and regions now participate in the interbank bond market, accounting for about 30% of all investors. Meanwhile, overseas issuers including sovereign governments, international development institutions, financial institutions and enterprises can conveniently conduct RMB financing through panda bonds and other means. Chinese bonds and stocks have been successively included in major international indices, fully reflecting global investors' confidence in the long-term stable development and continued opening-up of China's financial markets. At the same time, the offshore RMB market is also developing steadily. Hong Kong, as the world's largest offshore RMB business center, continues to enrich its RMB investment and financing products and risk management tools, with further ample RMB liquidity supply.

Pan noted that at the next stage, the People's Bank of China will further support global investors and issuers in participating in Chinese financial markets, promote RMB bonds to become globally recognized and widely used eligible collateral, further enrich liquidity management and risk management tools, and continuously improve the convenience of investment and financing. The central bank will also strengthen the connectivity of domestic and offshore financial infrastructure, support the development of the offshore RMB market, and continue to advance the high-level opening-up of China's financial markets.
