State-owned Assets Supervision and Administration Commission of the State Council Holds Symposium on the 15th Five-Year Plan for Central Enterprises

    Recently, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) convened a symposium in Beijing on the 15th Five-Year Plan for central enterprises. The meeting earnestly implemented the guiding principles of General Secretary Xi Jinping's important remarks on the 15th Five-Year Plan, carried out the decisions and arrangements of the Party Central Committee and the State Council, and solicited opinions and suggestions from selected central enterprises in the defense and emergency industries regarding the formulation of their 15th Five-Year Plans. Li Zhen, Member of the Party Leadership Group and Deputy Director of SASAC, attended and delivered remarks. Officials from relevant departments of the National Administration of Science, Technology and Industry for National Defense also attended the meeting.

    The symposium emphasized the need to thoroughly study and implement the guiding principles of General Secretary Xi Jinping's important directives, closely align with the strategic mission entrusted to state-owned enterprises by the Party Central Committee in the new era and on the new journey, and scientifically plan the 15th Five-Year Plan for state-owned enterprises. It is necessary to accurately grasp the general tone of proactive advancement, identify the direction of progress, focus on enhancing core functions and improving core competitiveness, and better leverage the strategic supporting role of the state-owned economy. The planning should highlight industrial orientation, focus on building a modern industrial system, and be based on national needs, industrial trends, and the capabilities of central enterprises to deepen the optimization of layout and structural adjustment. The planning should strengthen its goal orientation, focus on the “five values,” optimize and adjust based on industrial characteristics and enterprise needs, and construct a more scientific and reasonable planning indicator system. We must substantially improve the quality of planning formulation by adopting an open approach to planning, further unifying thinking, conducting in-depth research, and strengthening the vertical integration of the planning system. This will transform the planning process into one of elevating thinking, strategy, organization, and capability.
