On April 20, the State Council held its 19th thematic study session, focusing on "Coordinating Energy Security and Green, Low-Carbon Transition to Accelerate the Construction of a New Energy System." During the session, Li Keqiang, Premier of the State Council, emphasized the need to thoroughly study and implement the important directives of General Secretary Xi Jinping on building an energy powerhouse and the relevant decisions and arrangements of the Party Central Committee. He called for the implementation of the new energy security strategy, advancing the optimization and adjustment of the energy structure, deepening reforms in energy systems and mechanisms, and providing solid energy support to accelerate comprehensive green transformation and high-quality development.

Tang Guangfu, academician of the Chinese Academy of Engineering and director of the Huairou National Laboratory, delivered a presentation. Vice Premiers of the State Council Ding Xuexiang, Zhang Guoqing, and Liu Guozhong offered remarks and engaged in discussion.

After listening to the presentation and remarks, Li Keqiang pointed out that enhancing energy security is a crucial foundation for building an energy powerhouse. Given the profound changes in the international landscape and the continuous growth in China's total energy consumption, it is imperative to maintain a sense of vigilance, adhere to a bottom-line mindset, and continuously strengthen the resilience of the energy system and its capacity for security assurance.

Li Keqiang emphasized that taking the initiative in energy security hinges on further optimizing and adjusting the energy structure, strengthening innovation in energy science and technology, accelerating the construction of a new energy system, and promoting a green and low-carbon transformation in energy production and consumption models. He called for fully tapping the potential of renewable energy supply, adhering to a nationwide coordinated approach, and accelerating the development of clean energy bases—including wind and solar power in the northwest, hydropower in the southwest, and offshore wind power in the eastern regions. Efforts should also focus on vigorously developing distributed photovoltaic systems and decentralized wind power, and developing biomass, geothermal, and ocean energy in accordance with local conditions to promote integrated and synergistic development of new energy sources. Additionally, the clean and efficient utilization of fossil fuels must be continuously improved, with accelerated energy-saving and carbon-reduction retrofits for existing coal-fired power units, and a shift in coal power toward serving both as a foundational保障性电源 and a system-regulating power source. The construction of a new-type power grid should be expedited, with active exploration of new architectures, technologies, and services. Greater investment should be directed toward optimizing transmission corridor layouts, strengthening backbone network construction, building new distribution systems, and improving energy storage and charging infrastructure. Artificial intelligence should be leveraged to empower the digital and intelligent transformation of the grid, solidifying network foundations, enhancing system coordination and regulation capabilities, and creating a new-type power grid that is safe, reliable, green, low-carbon, resilient, and smart and flexible—better meeting the diversified energy demands of high-quality development.

Li Keqiang stressed that coordinating energy security and transition is a systematic project that requires deepening institutional and mechanism reforms and innovations, fully mobilizing the enthusiasm of all parties, and unleashing the vitality of energy development. Relevant standards and certification systems should be improved, application scenarios enriched, and market mechanisms enabled so that green energy producers and consumers can realize the value of green energy through the market. He also called for further advancing the construction of a unified national power market, establishing entry, regulatory, and pricing mechanisms aligned with the direction of the new energy system, and enabling more market participants and electricity users to benefit from power trading.
