Draft Outline of the State Council’s 15th Five-Year Plan

    Premier Li Qiang presided over the 10th plenary meeting of the State Council on February 6 to deliberate on the draft Government Work Report and the draft outline of the 15th Five-Year Plan to be submitted for review at the Fourth Session of the 14th National People's Congress.

    Li Qiang emphasized that this year marks the beginning of the 15th Five-Year Plan period. Formulating a high-quality Government Work Report and Plan Outline is crucial for building consensus, boosting confidence, and driving development. It is essential to thoroughly implement the important directives of General Secretary Xi Jinping and the decisions of the Party Central Committee, accurately assess the domestic and international situation for this year and the next five years, integrate development needs with public expectations, fully reflect the requirements of high-quality development, effectively address social concerns, and further refine the two documents.

    Li Qiang stressed the need to implement all tasks deployed at the Central Economic Work Conference, courageously tackle difficulties, and ensure a strong start for the 15th Five-Year Plan. Macroeconomic policies should be implemented proactively, with fiscal funds allocated as early as possible. Coordination between fund disbursement and project construction should be strengthened to ensure policies take effect promptly. Key tasks should be advanced expeditiously, with those meeting conditions implemented early. We must combine policy support with reform and innovation to better stimulate market vitality and tap new growth points in domestic demand. Closely monitor evolving circumstances, prioritize stabilizing employment, enterprises, markets, and expectations, prepare policy reserves in advance, and roll out measures promptly as needed to ensure the smooth completion of annual targets.

    Li Qiang emphasized the need to balance short-term and long-term goals to advance high-quality development. Further strengthen the integration of annual work and the five-year plan, incorporating medium- and long-term objectives into annual work arrangements. We must combine overall planning with breakthroughs in key areas, develop specialized plans for all sectors based on the high-quality planning outline, and thoroughly plan and implement a series of major initiatives and projects. Particular emphasis should be placed on achieving greater breakthroughs in developing new productive forces, strengthening the domestic economic cycle, and promoting residents' income growth. We must focus on forward-looking planning while remaining grounded in reality, continuously shaping new competitive advantages that will lead future development through practical efforts.

    Li Qiang stressed that in the face of new circumstances and tasks, it is particularly important to establish and practice a correct view of political achievements. We must proceed from reality, follow objective laws, and consciously deliver results for the people through practical work. As the Spring Festival holiday approaches, we must prioritize ensuring production safety, guaranteeing smooth transportation during the holiday season, addressing unpaid wages and debts, and maintaining stable supply and prices to ensure the public enjoys a safe, happy, and peaceful holiday.

    All members of the State Council plenary session attended the meeting, with responsible officials from relevant departments and units attending as non-voting participants.
